- I've experienced this before when I was installing a roof vent and trying to tie it into the switch for the bedroom I was putting it in. The ground wire ended up being the issue and I had to run the wire out to a different ground and then back to the switch to fix it. It doesn't sound like you have them reversed since it's dropping down to 1.5v so you most likely just have a weak ground that you're connecting to.
